Yobe Hisbah Issues Fresh Rules on Public Conduct During Celebrations

The Yobe State Hisbah Commission has rolled out new guidelines regulating social behaviour in public spaces, placing restrictions on interactions between men and women during weddings, Sallah festivities and other celebrations across the state.

The directive was announced in a public notice dated December 31, 2025, in which the commission warned residents against activities it described as inconsistent with Sharia principles.

According to the notice, the commission frowned at “reckless movement in vehicles during weddings or Sallah celebrations,” while also prohibiting “physical interaction between men and women in cars, motorcycles and public gatherings.”

The Hisbah further cautioned against “private conversations between men and women under the guise of chatting,” stressing that such interactions must only take place “in ways approved by Sharia law.”

The statement was issued from the office of the State Commander of the Hisbah Commission, Dr. Muhammad Yawudi Kale, with the approval of the commission’s chairman, Dr. Yahuza Hamza Abubakar.

Explaining the rationale behind the directive, the commission said the guidelines were intended to preserve public morality and protect younger members of society.

“These measures are aimed at safeguarding the moral upbringing of children and maintaining the values of our society, especially during festive periods when social activities increase,” the notice stated.

The Hisbah Commission called on parents, guardians and community leaders to support the implementation of the rules, noting that enforcement would be more effective with community cooperation.

“It is the responsibility of families and the wider community to help guide behaviour in line with our religious and cultural values,” the commission said.

The commission added that the directive forms part of its ongoing efforts to regulate public conduct and uphold Sharia principles in Yobe State, particularly during celebrations and other social events that attract large gatherings.
