The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned a former Director of Finance and Supply at the Agricultural and Rural Management Training Institute (ARMTI), Ibitoye Olajide Moses, over alleged multi-million naira contract fraud and abuse of office.
Moses was brought before the Kwara State High Court on Tuesday, April 7, 2026, where he faced a 24-count charge bordering on conferring unfair advantage, misappropriation of funds, acquisition of private interests in public contracts, and making false statements to investigators.
At the arraignment, the defendant pleaded not guilty to all charges.
Following his plea, defence counsel Oluwasheye Adeboye applied for bail, which was not opposed by prosecution counsel David Nwaze.
“The defendant pleaded not guilty to all the charges preferred against him,” the prosecution told the court.
The court subsequently granted Moses bail in the sum of ₦5 million, with two sureties resident within the court’s jurisdiction, including one with landed property.
Ruling on the application, the court held that “bail is granted to the defendant in the sum of ₦5,000,000 with two sureties within jurisdiction, one of whom must possess landed property.”
The case was adjourned to May 26, 2026, for the commencement of trial.
According to the ICPC, investigations revealed that Moses allegedly used his position at ARMTI to influence the award of several contracts worth tens of millions of naira to companies in which he had direct and indirect interests.
“Investigations revealed that the defendant used his position to influence the award of contracts to companies in which he had direct and indirect interests,” the Commission stated.
Among the allegations, the defendant is said to have benefited from a ₦48.52 million contract awarded for entrepreneurship training on oil palm production for women in Akwa Ibom State to Magic Touch Business Solutions Ltd, a company in which he is allegedly a director and shareholder.
“He benefited from a ₦48.52 million contract awarded to a company where he is a director and shareholder,” the ICPC alleged.
He is also accused of deriving financial benefits from a ₦29.95 million contract for dry season farming training and a ₦40 million contract for youth and women empowerment in agricultural value chains, both awarded to the same company.
The Commission further alleged that Moses obtained an indirect benefit of ₦550,000 from a ₦28.85 million contract awarded to Synergy Impact Consulting Ltd.
In addition, the prosecution alleged that the defendant misappropriated ₦3 million collected as administrative charges on contracts awarded by ARMTI.
“The defendant dishonestly misappropriated the sum of ₦3 million being administrative charges on contracts awarded,” the prosecution said.
The ICPC also claimed that Moses remained actively involved in Magic Touch Business Solutions Ltd during his time in public service, alongside his wife, who is reportedly a director and signatory to the company’s accounts.
One of the counts accuses the defendant of making false statements to investigators by denying his involvement with the companies.
“He made false statements to investigators by denying his directorship and financial dealings with the companies under investigation,” the Commission added.
The prosecution is expected to call witnesses and tender documentary exhibits to substantiate the allegations when the trial begins on May 26, 2026.
